Reward viewers who create Clips
Streamers love when viewers create clips, because it makes it easy to share small stream highlights without having to look through their entire VOD later. These clips are extremely valuable for streamer growth, and it'd be great to reward viewers for creating great clips!
Also it should be up to the streamer to choose which clips get rewarded, not just every clip.
Moments are halfway there, but those can only be created live by either the streamer or their mods, which only rewards viewers for being there rather than for creating clips.
In addition to this, there are some streamers who have a !clip command for viewers to create quick clips via a bot, but those clips are attributed to just the bot. If there was an additional parameter for the API to attached a user ID to it, so that it could be attributed to the user who used !clip, that'd be amazing! And it could show something like Clipped by [User] using [ClipBot].
Alternatively to that, a Quick Clip button built into Twitch that would do the same thing as a !clip command would be great, so that viewers can create a clip without having to leave the stream to set up the clip title and duration. Quick Clip could also make it easy for mobile viewers to make clips!

I'd also love to suggest to award Channel Points to those who clip. Especially if clipped from the VoD. cause Live interaction is amazing, but if someone is taking their time to watch my content while I'm offline AND creating Clip content for me, they definitely deserve something :D (vs. the absolute nothing they are getting right now for watching VoDs, lol)

to bump this with new features, would be awesome to give a badge to users that created a clip that was then featured by the streamer, even if they have the badge for a limited time, or something like for the chatter with the most viewed featured clip

Have a special badge for streamers to give badges, like the artist badge. I don't want a bunch of junk clips. I would like good quality clips. So if I see someone that is clipping well in my community, I want to be able to reward them well.

I’d like to respectfully disagree with Blue3yedNerd’s comment, but then expand on it to make it agreeable 😅:
Creating a badge for people who make a bunch of clips will hurt the clip system, because there will be a lot of people just making a bunch of bad useless clips to get “the best badge” (and yes I know that the streamer can delete them, but that puts a lot more work on the streamer to potentially go through 10s to 100s to 1000s more clips than usual because of these trolls).
So instead I recommend instilling one of 2 options:
1. Create a reaction button for clips (or at least a like button). Clips that are liked can reward the clipper with a channal badge, or maybe even a global badge if they get multiple clip badges from multiple channels.
2. Give streamers the ability to “award” clips and the clipper. Something limited, like 1 award per stream (at least 4hrs between streams, to be sure that the next stream is a “different” stream)
The award will “feature” the clip on the video page AND give the clipper a channel badge (that can get better with more awards).
These suggestions won’t encourage people to clip like crazy, however it will reward those who put the time in to create clips with quality (best timing, and used the snip tool to remove useless moments before and after the event to create the best produced clip).

A badge for people who create clips would be amazing, too! Maybe a tiered badge like the Moments badge, that would be based on the number of existing clips the user has created? (It should exclude any clips the person made which the streamer deleted.)

Twitch has a long way to go to setup incentives for people to support us small streamers as a whole, this would be a good first step.
