This new feature with entire users chat history is a bit much. I totally get the reasoning but lets be honest a lot of the humor on twitch is cheeky straddling the line of offensive. Without the context of that channels convo at the time it totally misrepresents the jokes being made when viewed in that history manor. If you dont understand this view then you dont understand comedy and comedy is a massive part of the twitch community. This feature is misrepresenting every ones statements making them seem harsher then they actually are. The art of comedy is to getting people to laugh at things they never thought would be funny…

/spoiler command Users sending a spoiler could use this command to show it only to the people that really wants to see it. When using /spoiler followed by a message the chat will instead display a "Spoiler" button which when clicked will show the message.
Examples:
/spoiler The cake is a lie!
/spoiler The girl dies at the end of the game!
/spoiler The princess is not on this castle!

Add a special verified badge for industry folk A number of developers, voice actors, etc have come into my stream to watch the community enjoy their creation. Some of these people are truthful, some are lying about being devs in order to get attention. Please provide a verification process and badge for game industry people so they can be readily recognized.
For larger streamers, having a special badge will draw the streamer's eye to the devs comments so they can better keep track of what they're saying. For streamers of any size, having an easily recognizable developer in chat will help boost chat liveliness.

Implement a thing from social networks that says "256 symbols remaining" So that I could tell how many more symbols I can add to my chat message before the moderating bot would delete that message and time me out for sending it. Accordingly to the streamer's settings of the moderating bot of course.

mini games in chat ive been watching streams for a little while now and it seems there are a few disagreements within chat, so my suggestion is simple what about an option to invite someone to a mini game of something simple like atari tennis or similar and settle this on the playing field instead of being toxic in a streamers chat, it could just be fun with no ranking or anything just old fashioned best of three with the ability to say i won neeer neer. just a thought i think it could be a fun idea and perhaps get people together aswell…

To See if The Person has Read The Whisper or Not Well I feel like a thing should be implemented in whispers that if someone sees said message, the person who sent the whisper can see if the other person has read it or not. For example, it would have said "seen" or "has been read" if the person has read it. (I had to repost this because I typoed haha)

Show streamer/mods passive and active mods present Having to open the user list to see how many mods are there—digitally if not mentally—all the time is way too much hassle.
Can’t we show channel staff (not regular users because of privacy) a number for the passive mods and active mods so people know whether to ask more to come by and keep things cordial?

Create a "Global Paintbrush Badge" for artists who have designed emotes for a certain # of channels Artists who draw Twitch emotes have contributed so much to the Twitch community yet receive so little recognition on Twitch for all their work.
It'd be nice if these artists could received some sort of "Global Paintbrush Badge" as recognition for all the hard work they put into creating emotes for Twitch users to use.
A suggestion is that after an artist has designed emotes for a certain number of channels (e.g., after designing for 50 channels, they're considered a "verified emotes artist") they can receive the badge. This could be something that artists have to apply for after which…

Include the option to use 24h clock in chat timestamps Having 12h times is confusing, since where I live, all printed times are always given in 24h format.
I'd like there to be a UI option to switch between.
If feasible, the default settings whould depend on the user's locale, so most people would never need to touch it - it'd be "right" for them automatically.

Bitmoji in chat Imagine people with their own emoji of themself interacting in the chat, I don't know if that is possible but it should be like linking your bitmoji account to your twitch account and activating it in your twitch control panel in order to be used in chat

A reminder when trying to communicate with a blocked user One of my Twitch friends inadvertently blocked me. He would send me whispers, but I couldn't reply. Every time I attempted to reply, I would see the message "That user's settings prevent them from receiving this whisper." It would be helpful if a similar message was displayed for a Twitch user whispering someone he or she has blocked - "You're whispering someone whom you've blocked. That person is unable to whisper back to you."
Also, it seems as though blocking someone from whispering automatically blocks receiving a DM from them. In situations where someone was blocked inadvertently, it would be…

A shortcut to show chat ON and OFF while on Fullscreen Mode and allow to type without needing to click the mouse This way wouldnt be necessary to use the mouse to interact with twitch channels chat if you are in fullscreen, then I could sit comfortably in my chair with only my keyboard in my lap while watching ;) The shortcut could be Alt+C

Merge chat Possibility to send a request to friends or other streamers which are streaming together to merge their chat together while they are streaming together so viewers can chat to both streamers without having to have multiple chats/streams open.

Add a symbol that imitates line-break Sometimes you need to post information to your channel that is best viewed when its multiline, like a table with header and rows, list of items or some mini-report from the channel bot.
Since IRC can't use CRLF in messages, I suggest adding a way for channel mods (avoids abuse) to use a special symbol (or double-space as in markdown) that would visually act as a line break.
That way it would be possible for mods (users and bots) to post quick summaries to the channel that are easy to read and do not require several posts to make it…

Visible chat/whispers character limit It would be very helpful to have the current hidden character limit shown just like on twitter or similar websites, and not be able to send the messages when they are too long, instead of giving us the illusion to have sent them successfully when it is not actually the case. Both in chat and whispers.

Make chat more tolerable and reduce spam by temporarily pinning cumulative messages, with the number of people saying it, in the chat. Twitch chat in popular channels is more about reactions than it is about actual chat. Unfortunately - as fun as chat spam can be - it makes moderation difficult and completely destroys any semblance of discussion that the streamer or chatters may want to have. r9k mode was an answer but, unfortunately, breaks down the way certain chat bots work and ruins, rather than facilitates, certain forms of chat that streamers may want.
I propose that streamers be given the option to enable a customizable "popular messages" feature for their chat. Such a feature would catch any message spam and…

DM character limit Twitch has imposed a 4,000 character limit for DMs. It would be extremely helpful if there was a counter with the composition window that showed a user how many remaining characters may be typed in a message before that limit is reached.
I learned of this limit the hard way; one time I clicked 'Send' on a message, only to get a screen with a red box across the top of it informing me my message had exceeded the character limit and my message hadn't been sent. Unfortunately, the text of that message was lost too.

Split chat into 2 boxes. Add intelligence to detect and split Spam messages and real messages into two boxes for high velocity chat streams. Problem: When people have something valuable and meaningful to say, their message flies off the screen and into the void.
