IP Ban from channel
IP Ban makes it possible to permanently ban a user with the same IP Address, thus not allowing them to crate other account to try and troll/spam, etc.
We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

THE No.1 Alex, this would be a bad idea as this means that the front end system can access IP's people will firgure out how to use this for bad things no sense in giving people a chance at that.

Make it a 24-hour IP ban then, just on chatting, with a separate command from the standard /ban or /timeout (no need to punish housemates if someone needs a short-term sit-down). While this won't stop a determined troll, it could at least mitigate waves and make it slightly more inconvenient to subvert, especially if free proxies are added to a global permanent IP ban list.

"2) System load. Looking up a enormous list of IPs to see who is allowed to watch on every single video play is an enormous system load I’m not sure we’re willing to take on."
I don't think the intention is to ban them from watching, just chatting. Currently, banning a user still allows them to watch.

While IPs change, this would make a vicious troll's job relatively more difficult to come back. Perhaps only allow this with the requirement that a report be submitted as well, with the threat of this function being removed for users who abuse this.

"IPs change. A lot. A broadcaster might lose a significant portion of their audience, and viewers might get confused if there are a lot of banned IPs (such as universities)."
There could be an automatized system were users are un IP banned from the channel after a certain amount of days/week/hours/months.

IP Bans could reduce the amount of repeated threats/trolls broadcaster receive. As long as the broadcaster IP Bans a user that user cannot repeatedly create account to annoy/threaten the broadcaster. This can aswel most likely reduce cyber-bullying due to once a specific IP has been banned a user can no longer join under the specific IP address.
NOTE: IP's that have been banned by a broadcaster of course should not be viewed because it could cause mayhem with each other easily grabbing IP's.

IP Ban is a very bad Idea. If a troll gets an ip banned he can easily get his IP changed or anonimized. While if this IP gets released and is banned the next person who gets the IP will not be able to watch Twitch...
See how this can be bad? Not everyone has a permanent IP around the world. Now if we could ban Mac Address's thats another thing but computers don't generally give out mac address's freely IIRC.

IP Ban's aren't going to stop someone determined. Too many ways to get around it that are easily accessible with a simple Google search.
