    We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

    "2) System load. Looking up a enormous list of IPs to see who is allowed to watch on every single video play is an enormous system load I’m not sure we’re willing to take on."

    I don't think the intention is to ban them from watching, just chatting. Currently, banning a user still allows them to watch.
