We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

As long as the broadcaster IP Bans a user that user cannot repeatedly create account to annoy/threaten the broadcaster. This can aswel most likely reduce cyber-bullying due to once a specific IP has been banned a user can no longer join under the specific IP address.
NOTE: IP's that have been banned by a broadcaster of course should not be viewed because it could cause mayhem with each other easily grabbing IP's.
"IPs change. A lot. A broadcaster might lose a significant portion of their audience, and viewers might get confused if there are a lot of banned IPs (such as universities)."
There could be an automatized system were users are un IP banned from the channel after a certain amount of days/week/hours/months.
