Process chat immediately for clips created from a broadcast
If you create a clip from a live broadcast, chat is not available on that clip and will only become available once the broadcast has ended (as long as the associated VOD also stays published).
For reference, a VOD that is public and currently being recorded to from a live broadcast has all of chat available on it. So a live broadcast doesn't need to end before a VOD gets chat added to it.
I suggest processing chat for clips immediately to bring it in line with the VOD experience, if they're created from a live broadcast that also has a public VOD available for it at the time of clip creation.
