Vote banning or muting
A mod can't always be watching or all knowing, why not let the chat be allowed to decide who is spamming or being rude to the streamer. I propose a system in which a person in chat can select the person who is being disruptive and issue a stream wide vote. If majority or a certain number of people vote yes they will be banned (or muted) for a certain amount of time. Maybe if they are banned through this system mutiple times they will get increasing longer bans. This system will allow a chat keep itself tidy without the presence of a mod or bring attention to a mod of a disruptive chat member. This could he done simply with the help of a moderator bot. Which should always be present when a streamer is active.

This sounds like a feature that would be perfect for bullies to abuse. Please no.
If however you want such a thing for your own channel, this can be implemented with a chat bot, like you have said. Do that instead.

I feel like that would cause conflict as a steamer moderates people he/she trusts to moderate. If a user really hates a person they could potentially make a ton of accounts just to get the user banned. Also streamers tend to ask their moderators to act certain ways. Viewers aren't always in the loop of how a streamer wants their moderators to moderate so it would be difficult to manage. So I don't think this should be done.
