Or maybe if Twitch is looking at this through a business aspect, they could open it up to Turbo users so that if they really do want to make a stream team, they can by paying about 8 a month. And then obviously partnered streamers would be free of charge.

The problem with that is, how long do we wait? What if an old Twitch user decides to come back, but suddenly find their name is gone? I don't think that should happen, however, I do think that JTV usernames should open up, and any deactivated accounts should become available again.
I feel like that would cause conflict as a steamer moderates people he/she trusts to moderate. If a user really hates a person they could potentially make a ton of accounts just to get the user banned. Also streamers tend to ask their moderators to act certain ways. Viewers aren't always in the loop of how a streamer wants their moderators to moderate so it would be difficult to manage. So I don't think this should be done.
