There should be an appeal system when it comes to emotes getting rejected.

There has been multiple times where I paid to get an emote created, and made sure beforehand that it wasn't going against the guidelines. Yet they give a general reason, but it doesn't align. Allowing one person's perception to be the only answer isn't right.
