Clarity regarding public domain in different countries
With the new year a number of works have now entered the public domain. A given channel's audience may be global and so these works will not enter the public domain uniformly. Presently the existing guidelines specify that the broadcaster must have the rights, but there is an important distinction between the rights within their own country or for all countries the broadcast may reach (in effect, the longest duration across all countries). If the rights apply to individuals who may be viewing, then it would be preferable to be able to restrict the broadcast to certain regions so that they operate under the laws of their own country (e.g. Broadcasters in France should be able to broadcast French works in the public domain and not need to wait for the work to enter the public domain in the United States)
