Making drinking alcohol to the point of being drunk on stream by the streamer in public TOS
There is a safety concern with streamers drinking alcohol (multiple drinks) and becoming visibly drunk on their own stream in public (at a bar, restaurant, park, etc.).
If this were made TOS there would be significant safety advantages to the streamer themselves: (1) female streamers who are visibly drunk in public may be at risk of being taken advantage of (invited to a stranger's hotel room), (2) even if not driving, drunk streamers in public could be at risk of unsafe situations such as stumbling in the street, (3) making such behavior TOS would help protect streamers by discouraging drinking alcohol to excess which is unhealthy.
In addition having streamers drunk on their own stream in public probably doesn't help project a family friendly image for Twitch.

This is a horrible idea, being drunk is not illegal, and the concerns you raise will be relevant if a person is streaming or not. Twitch should not be controlling streamers in this way, and should not intervene as long as the streamer is safe and drinking in moderation. Only if the streamer is past an acceptable level of intoxication should Twitch then intervene.

I mean that's on the parents end for not watching what their kids are looking at. Drunk is better then looking at half naked women 🙄
