Twitch should thoroughly review the actual letter of the law under 17 U.S. Code § 512. According to Section C, Paragraph 3, Subsection A, a strike can only be valid if all necessary requirements are met. The Ninth Circuit Court's ruling in Lenz v. Universal Music Corp. (September 14, 2015) highlighted the importance of adhering to these steps. Without compliance, any strike may not be legally enforceable, which could have significant ramifications in future lawsuit.

Twitch would rather pass along the responsibility to the streamer than to get into a (costly) legal battle with the music industry. That's why they're bending over backwards for the industry. It's the cheaper solution for them.
