Another tier that is between affiliate and partner that is !FOLLOWER! based to give some sort of recognition to smaller streamers who have grown.

Why so follow for follow can actually mean something ? That's why there isn't really a follower milestone in place already

This just promotes the use of follow for follow services or groups in my opinion followers does not necessarily mean growth i seen many affiliates with 5k to 12k followers not partnered with only a average of 5 to 8 viewers. Why should you be given recognition for something so easily manipulated.
