Exception for followers, VIP and moderator doesn't work
The setting in the moderation page to give exception for mail and/or phone number doesn't work.
While exceptions given, my followers still need to provide their phone number to chat.
Repeatable: yes
Support contacted: yes and ignored (or didn't understand, but unlikely)
