A streamer should be allowed to clip without publishing the stream off-stream. Like why after the stream I need to publish, clip and unpublish the stream to be able to clip if I want my streams to stay unpublished? Yes you can use the stream link to do it, but you cannot fast-forward it with the mouse slide (only 2X speed).
