SWAT safety
This might not be within twitch's power, but perhaps some kind of SWAT safety database made available specifically for law enforcement. Just something for law enforcement to reconcile an accusation (swat worthy) against streamers, as they are easily targeted. I acknowledge this is a rare event, however this seems like a small overhead to implement

It would also help if when reviewing VODs if we can look back to see Viewers who were watching when we were live, and not just who was chatting.

Implement a feature when swatted that the streamer can go to their dashboard and click a button that ends the stream, downloads the VOD, unpublishes the VOD and leaves it as Private, and downloads chat history and viewers present for the stream in question. This would help streamers who are attacked give evidence to police departments and FBI investigating attacks.
