Allow moderation action reports
Today, the only available options are to report abusive actions are to report individual people, ie either the streamer or someone specific in a chat; basically individuals.
The problem is, moderators on some chats get the power in their hands go to hteir head, and since some rather big streamers delegate this job to them precisely because they cannot monitor what happens, it creates a void in which allows abusive behaviours to happen.
The moderation problem is specific in the way you don't know who issued an individual moderation action against you, hence you cannot even talk to him/her (provided -s-he is open to it anyway).
This proposal addresses the problem for an individual facing abusive moderation actions by creating means for him to report moderation as a whole, and then let the resolution of the problem being multi-layered:
1. The report is addressable by the moderation team, which can justify their actions
2. If the report doesn't satisfy the user, it can be appealed to the channel's owner, which can then read the written exchanges to get to know the case and offer some resolution process
3. The the report deson't satisfy the user, is can be appealed to Twitch which can then decide if an abuse has occurred. Twitch would then get in touch with the channel's owner for long-term resolution, either to change the ruleset of the channel, or to address the abusive actions of the moderator(s) involved. If an individual action is to blame, this could lead to the faulty moderator's removal

I myself faced a similar problem. Moderators, unfortunately, often use their power arbitrarily, with the connivance of channel owners.
