Hard block for users with too many "active" bans.
I would love to see Twitch implement a feature that allows Streamers to set up a hard block for users with XX (configurable by streamer) amount of currently active bans.
This feature alone would greatly reduce the serial trollers that do nothing but jump from stream to stream trolling and getting banned.
It would also be great to have a feature that allows Mods and Streamers alike to see how many active bans a viewer has.
Thank you for your consideration.

I am strongly against this.
Twitch has already partially implemented this with the suspicious user controls, and banlist sharing, and so far, I have not seen anyone make sensible use of it. I have however seen users going around harassing people with it.However, if the account is also new (by which I mean, less than 30 days old) and *already* banned a lot of times, then, and only then, this would be okay. Because if the account is new, the user who is abusive is likely already evading a global ban.

This seems like it would be easy for people to set up bogus twitch channels, ban specific people, so they could ban people from another chat room without the streamer having input. Effectively allowing people to ban anyone from any room.
