Add ability to pre-clear music and/or add way to avoid the automatic dmca system
Hi, I've noticed that a bunch of streamers are reporting issues with the past broad casts and properly licensed music still being claimed and claimed over again. Would it be possible to establish a system where content creators can just pre-clear their music. Aka. Upload their license contracts and have specific songs never claimed again?
Alternatively I could also imagine a "hold harmless" agreement based system that turns off the automatic claiming of content and forwards all complaints to the content creator (and/or their lawyers) directly (or just forwards the reporter to the streamer provided and Twitch validated abuse contact addresses).
I imagine this being a good middle ground between beginner and "unknowing" streamers getting sued into the ground; viewers not being able to access the content archive; and proficient streamers that already are big enough and have built their own team to buy music licenses for streaming and are currently annoyed by erroneous claims of your automatic system (that even after appealing appear to happen again and again for the very same content).
I also want to add that the current implementation is currently also one factor that makes me hesitate from even buying any steaming licenses for music at all. It just makes spending money for the correct licenses for the music feel like a waste of money for no benefit (as the automatic system will claim it anyway and I'll have to waste a lot of time trying to fight it) where as bad actors just get out of jail free for eternity without even attempting to buy the proper licenses.
