Allow Drag and Drop Panels for Viewers / Rework Bootstrap
Issue:
I have found myself using my Portrait Monitor for OBS/ Dashboard as of late and ALSO watching streams this way, basicly its a giant mobile version
with a resolution of 1144x1730pixels
the visibility its about 45% of the portrait screen in height but about 70% in width, due to the CHAT

Problem:
The chat is that blocking a good part of the screen and when i go m.twitch.tv/username the view in itself is as i would want it, but now the chat cant be used. Most likely thats due to the chat beeing defined in CSS by max-height and the Bootstrap is unable to define the NOW changed available height for the chat, making it unable to use

Suggestion:
Every streamer has the ability to rearrange the Stream-manager and move the panels per DnD to the position he likes. I would suggest allowing the same design for viewers so that they can save up to X custom designs (X more than 1 bc = default and custom ; so at least 2?)
this would be a short workaround over the redifination of the chatbox and the size in height.
Or, Idealy, you generate a custom layout for portrait view that would put the stream on top, chat below it and ignore panels that would allow people to chat
(which in its current state wont be possible)
