Let ads reset the ad manager timer
When running less than 3 minutes of ads, it should have the ad manager continue to count down to a scheduled ad break. What is the point of running, for example, 2.5 minutes of ads when I have ~15 minutes until the next ad break, only for the timer to not reset, and thus, have another 3 minute ad break immediately after? It just interrupts content.
