Restrict Suspicious Users without notifying them they're being restricted.
The way restricting users are as they are informs the restricted user they're being restricted. If the idea is to prevent them from making another account to get around it it's probably best not to immediately tell them that they're being restricted in the first place. It would be so much handier to have someone's messages be privately seen only by the moderators before they can deduce whether someone is a repeat offender or not and lift said restriction when they come to a conclusion. Sort of like a shadow mute feature of sorts. I bring this up as someone who's been dealing with a stalker of six years who just does end up making account after account the moment they've been caught.

I agree, restrict an user don't must adviced to restricted user. It may work like a shadowban, and maybe this feature must can be settings modified, eg, for bits donations or gift permission, or some similar
