Fix the Twitch Chat scrolling up on Desktop when the element above chat changes
On Twitch Desktop, The element that toggles between Gift Subscription and top gifters or give x gift subs to reach the next badge the element's height changes on an interval causing the twitch chat to scroll up message generally hiding the latest message. This is also the same problem when the ads snooze element spawns. While streaming or performing moderation, it makes it very distracting in slower stream chats because that height change in the CSS scroll chat makes me feel like i missed a message. Proposed fix would make the height of that widget consistent or fix its interaction with the chat component.
