More control over Advertisement "Snoozing"
Add a chat command to snooze the automated ad run "/snooze" and also tie snoozing automated ads into the API so that external bots can control how often they can be snoozed.

also, make it so we can end the current snooze and play the ad. sometimes 5 mins is too long. you can run the ads manually but then the snooze counter doesnt get reset
