Exempt Mods from Ads
I suggest Mods should be exempted from ads to but to keep people from abusing the system, we limit the accounts that can be modded in a channel. Streamer get 1 mod at the very start and for the first 5000 followers you can add 1 mod per 1000 followers so a total 6 at 5000 followers and after 5000 followers you get 1 mod every 500 followers. So it keeps pace with viewership and going past that when u get high enough the viewership you add a mod every 100 follows

I'm with the others on the whole limit of mods thing. I have a ton of mods, but only a few are able to get on sometimes. It doesn't help that half are in other time zones. I sometimes stream at odd hrs due to insomnia, so its a given that I would have mods for all time zones.

As for limiting the number of mods, I don't agree. Mods can't always be there for every stream and sometimes the mods you choose also stream themselves. My mods have lives and I don't expect them to always be there. But your expectation of mods per followers is unreasonable. Each channels requirements for protection is different.

I don’t agree with limiting the amount of mods because truthfully no one is gonna be abusing this by making everyone a mod. As a small streamer i have 3-4 mods because not all of my mods are available when i stream, but maybe one or two will be able to come mod for me. Another person suggested making no ad revenue with exempt mods and i think that is a much better idea than trying to limit mod amounts because 1-2 mods for thousands of viewers/chatters just rationally doesn’t make sense. but otherwise i do agree that mods should be able to bypass ads

I love and support this idea, but I wouldn’t limit the number of mods for the account. As a few have said, smaller accounts (such as mine) rely on volunteers to mod, many of whom have jobs or are in college, and who cannot plan their lives around my live-streaming schedule. In the same vein, many of them simply can’t afford to sub to me every single month. However, while abuse by adding everyone as a mod is already de-incentivized (do you really want that many people in chat to have mod privileges?) a better de-incentive would simply be to make the exemption so that you don’t make ad revenue from the ads not viewed by the exempt mods. So unlike turbo where skipped ads are still counted as “watched” by the revenue system, ads skipped through the mod exemption aren’t. So if you make all your viewers mods, you won’t make any revenue and might as well just turn ads off.

I think your number logic is a little off. No shot a channel can survive on 1 mod until they hit 500 followers. Until we hit the top 1%, Moderation is a volunteer role and they can't plan their lives around someones streaming schedule. Even small streams usually have 4-5 people with swords to up the chance there is someone around at any given moment that moderation is needed.
If this is a new designation of a sort of super mod that can be allocated by the streamer, it sounds cool to me. I would just be worried this would snowball to limiting the number of swords that can be passed out in general.
