Provide a setting to stop a user from chatting for N number of days after a username change
User stories:
As a streamer I want the ability to prevent a user from chatting in my stream for N amount of days, hours, minutes, seconds after a user has changed their username.
As a moderator I want the ability to view the amount of time that the streamer has configured for preventing a user from chatting after a username change.
As a user I want a warning to appear before I change my username notifying me that I will be prevented from chatting in streams that have this feature turned on for N amount of time.
As a user I want to see a countdown in chat letting me know when I can chat again after changing my username.
Reasons for this change:
In chat users are able to post harmful language and then immediately change their username. Possibly through API request or script.
As a result moderators are unable to ban the user or delete the message from chat since the front-end tools seem to work on username rather than user ID.
As a result the harmful language remains in chat under the non-existent username.
