The moderation rule "Chatters without a verified phone number must have accounts older than [age]" is currently broken
I can't chat in certain channels anymore that I used to, and the streamers that I spoke to about it haven't changed any moderation settings between me being able to chat and me not being able to chat. It's a problem across multiple channels and persists across multiple platforms and apps.
The problem began on either May 25th or May 26th.
Twitch support suggested I bring up the issue here.

@BFGGaming Same. 8 year old account, follower of some channels for years, subscriber on some of those. All thrown away because Twitch decided to hit random accounts with this restriction unless we cough up a mobile number.
I, too, have talked to streamers on thier discords and gotten screenshots of their channel settings. Support did not care about any of it. Did not care that subscription time was being lost, or that some people might not have a mobile number to add.

@ClaraShucklebuck Yes I can chat in channels where I'm a moderator, because they have the channel set to override the setting for mods. So in my own channel, and a few others where I have a sword I can still participate in chat.
Everywhere else on Twitch it won't let me. I know because I've talked with the streamers, and I have screenshots of their settings where they do not have the verification feature enabled. They even turned it on, and then off again just to test it for me. I've been a member for years, not just of Twitch, but also of these channels that I suddenly can't talk in. I'm in their Discord servers and I chat in there all the time too. It's not like I'm random person, I'm a dedicated, loyal supporter.

@ClaraShucklebuck Can you give an example of a channel where you are not a mod and CAN still chat? I experienced a similar problem right around the same time you say the issue started, but in my case it seems to be EVERY channel where I am not a mod.
I opened a support ticket and, while they first tried to pass it off as the streamers changing something, eventually they just said this is something Twitch sometimes does. There does not seem to be any interest in fixing or explaining anything.
If there are channels where you can still chat without being mod, I'd like to see what access I have there. Maybe more data points will help narrow down what is going on.

@BFGGaming I'm still allowed to chat in various channels, notably those where I have VIP/moderator status, and presumably channels that don't require phone verification.

I don't think this is a bug, I'm pretty sure this is a planned feature they're testing. However, I can't chat anywhere because it says I need to verify with a cellphone.
I do not own a cellphone. I've been a member for years, and I have numerous subscriptions, and Prime. Doesn't matter. Support doesn't care.
Tons of people are affected by this, and even more that don't report it because they just verified with their phone. However NOT EVERYONE OWNS OR WANTS TO OWN A CELLPHONE. You can see them posting over in the Feature Request category.
I've been locked out of every chat on Twitch for weeks now. Pretty soon I'm going to cancel my subs and close this account, because I'm not going to continue to support a platform that doesn't have any interest in being good to their paying loyal customers.
