Founder's badges should exclude banned users
If users are banned from a stream, they should not receive or retain a founder's badge. The badge should be revoked and considered ineligible when the ban occurs. I just had a safety risk with banned users being notified that they received a founder's badge (when i hit Partner my founder's badges doubled) and two banned users came up immediately.
