Re-work Sub giving system
Many people have already complained about how users who don't follow the channel may be selected for this, and this is a good point. As a user that sometimes consumes Twitch content, it's pretty awkward that I follow channels or I just simply watch them without following and then I suddenly receive gift subs so I have to cancel that subscription with hopes of the guy who gave it to me to get his money back. But that's NOT the unique point!
Let's consider somebody who just starts following a channel just two minutes ago and somebody gifts a subscription to him/her, that's a risk, in my opinion. Who can say that user may or may not watch that channel for a very long time?
Twitch should ONLY consider users for giving subscriptions that:
- Follow The Channel
- Has more than a certain amount of time following the channel (Being the Twitch channel owner able to modify the amount of time, being 2 weeks as a minimum)
With this, now comes a big benefit, if a user wants to give let's say 10 subs, but the only users that accomplish this requirement are 3, then by default, Twitch won't allow him/her to purchase more than the possible amount.
This can help a lot of users that usually give subs, as they can just simply save some bucks for themselves, also saving them from users that may waste their gift.
Hope Twitch folks can consider this.

I find this idea very good myself. maybe you can set the settings the follow period (1w). For example, if the gifter gifted 10 subs, he may be asked "hey do you only want to gift a sub to viewers who have been following for 1 week? or do you want to give all followers the option"
