There is a culture of channels not raiding. There is a variety of reasons for this but there really doesn't need to be.
Implement a feature whereby your channel can automatically raid another when your broadcast ends IF (and only if) a normal raid procedure hasn't been started.
Twitch was built entirely on community interaction. Raids themselves only became a thing as a result of streamers actively arranging for their viewers to all, voluntarily, go to a selected channel at the end of broadcast. We currently see a trend of extremely large channels not bothering, or even flat out refusing, to raid on a number of pretences. 'I had to grind to build my channel, I got nothing for free' and other such attitudes which, unless they were here in the first 6 months, is a lie. Everyone gains from raids, everyone. Intentionally choosing not to participate in this community building activity is very poor and should be actively discouraged.
Have a system where it's not even needed to try, twitch just chooses a random channel within set parameters. Same game category, matching tags, preset list of suggested channels or whatever else seems appropriate.
Twitch IS community, make sure that everyone is keeping true top the original ideals uponm which twitch was built.
