Hi, currently the global chat message rate limit for bot accounts also applies to them replying to users writing it. This significantly limits their usefulness.

Because of that I'd like to suggest the following change to the rate limit:
* When a user whispers a chat bot the chat bot should be allowed to reply to that user for the next few minutes with e.g. a confirmation message. Even if 15k users almost simultaneously sent a whisper to the bot user.
* The phone number verification enforcement for sending whispers should be able to be disabled. (It is only useful for whispering users to protect them from spam, but for bot accounts the account owner should be able to decide and opt-out)
* A "/w BotUserName something" should be able to be turned into a channel command of "/something"
* The current rate limits should still apply in the case where a user did NOT recently initiate a conversation with the chat bot. (aka, the bot can send individual users a message even without having received a message from them within the last few minutes but cannot "spam them" [same as now]).

I'm writing this because I've seen multiple streamers talk about this but I couldn't find a request on here to upvote.
