Whisper and ban appeal rework.
IMO The whisper system needs a total rework, I think you should only be able to whisper to someone you're currently in a stream with similar to a / chat command(/whisper).
And whispers as they are now should be converted to private messages which can only be sent to and from people who are mutually following eachother.
As for Ban appeals that needs it's own system where you can start a chat that is accessible from mod view and can be seen and replied to by all mods and each mod can independently close/leave the chat for themselves but not other mods, (this helps prevent a single mod abusing their power without being held accountable by other members of the moderator team.)
The whisper system is currently an easy way for banned chatters to troll and harras a streams viewers with little to no way to moderate it, the solution I've presented should address any issue reworking whispers might present in it's current use cases on twitch.

The whisper system could use some work. I don't see any benefits to making it only for people currently watching streams. What would the purpose be? What need would that fill? If you want a system to warn certain chatters, Twitch recently added the warning system. Where whispers are lacking right now is the lack of a contacts feature or friending people like on other platforms.
Currently, there is an option to only allow whispers from people you follow or subscribe to and people who moderate for you. You can find this setting under Settings, Security and Privacy, Block Whispers from Strangers.
I like the idea of a shared ban appeal chat, but the worry of a single moderator abusing power is preventable by following up with each mod action with an inquiry. There is a log on the mod view that will allow you to see who did what action. The bottom line though is if you don't trust a moderator take away their mod role.
If someone wants to harass me through whispers I would block them. There is no reason not to, and it's quite easy to do by pressing the gear button. If you're worried about them creating alt accounts to whisper you turn on the Block Whispers from Strangers setting. If you're worried about them making alt accounts then spamming chat take a look at the Chat Verification options under Moderation in the Creator Dashboard.
