Hide "Stream Chat" top bar from chat pop-out window.
I'm requesting this as a Linux streamer since I use Steam Overlay to see the chat as there is no maintained apps for seeing the chat if you have one screen. The Stream Chat top bar cannot be hidden and is unnecessary.
