Upgrade the /shoutout command to have a browser source overlay that plays clips. Broadcaster can limit how long the clips will be played and the creator of the clips can toggle a "Clip Available for Shout Out" option for each clip that way us smaller streamers who enjoy video shout outs can still do them and the other creators can choose what clips appear.

If a creator has no clips designated for Shout Outs, then their profile picture will appear with their name.
