Make new /shoutout command available to Moderators & Editors
Please give Moderators and Editors the ability to use the new /shoutout command. Streamers are usually too busy trying to make their stream entertaining to stop and type out a command. The Moderators are usually the ones who give a shoutout to other streamers.

Hey there! Just wanted to let you know that moderators should be able to use the new /shoutout feature in streamer's channels! You can learn more about it here: https://help.twitch.tv/s/article/shoutouts
However, this suggestion will remain as editors do not have access to create shoutouts at this time. Thanks for the feedback!
