Off-line Chat features
To help combat hate raids while streamers are off-line, how about a feature to disable chat when a streamer is offline? It can be a simple feature toggle "Disable off-line chat", or even include the ability for viewers to chat for a period of time after the end of stream before disabling. Also, a switch would allow streamers to leave it on, in case they use it for community features.

I like this idea, but would work it so that it's a toggle for the Broadcaster/Mods/VIP's to be able to talk while the channel is offline. The VIP's wouldn't necessarily have benefit, but their permissions seem to behave similar to a mod without the power to ban/timeout etc.
This would be useful for instances where a streamers PC crashes, or their internet goes out etc. Someone who is somewhat trusted in the community can post an update while the channel is offline.
