Allow API to post highlighted messages.

We get donations and I want to post them to the chat under the channel account.

This is an old request, but I believe this is essentially what the "Send Chat Announcement" API endpoint is, no? https://dev.twitch.tv/docs/api/reference#send-chat-announcement
