when you click to chat in the first time in a stream, the chat rules appears, and I think the majority of people don't actually read the rules, and a good idea would be that the streamer sets an amount of time that the chat rules stay there, then people actually read the rules.
Old but bumping this. There needs to be a way to set either an amount of time to make them be read, and/or make them get stuck at the top of the chat for a few minutes (limited to perhaps half chatbox height if they're too long).
People always click to dismiss the chat rules without reading them. I kept mine short and still managed to be able to close it without reading the single sentence.
We would like a setting somewhere to add a maximum of thirty seconds (debatable) of waiting for them to be able to read the rules and then chat.
I could see this being an issue with raids, BUT rules are more important, in my opinion.
