Allow multiple Quick Actions panels in Stream Manager

Please allow us to add the Quick Actions panel more than once in the Stream Manager layout.

This would let creators split their Quick Actions into separate groups and place them in different parts of the dashboard.

For example, actions related to the stream itself — such as Add Stream Marker or Edit Stream Info — could be placed directly under the stream preview, where they are contextually relevant and easy to access.

Community-related Quick Actions could be placed next to the chat panel, keeping interaction tools close to the part of the dashboard where they are most useful.

Since panels can already be resized and moved, allowing multiple Quick Actions panels would make the customizable layout much more practical without changing how Quick Actions themselves work.
