Twitch could have a setting for the redeem for unlocking emotes, whith switches for tier 1, 2 and 3, as well as animated and follower. This way the streamer still has control over how the redeem works, in case a streamer doesn't like viewers unlocking tier 2 or 3.

The reason why you should be able to unlock emotes for follower, is to being able to use them on other streams. Twitch can put them separate and in some way inform the user they can use them for free on this stream already, and only need to pay if they want to use it on other streams. Still up to the streamer to enable this functionality.

Agreed, not being able to use channel points to unlock Tier 2 and Tier 3 emotes renders the point redeem basically useless. There is a very low barrier to entry for just getting a Tier 1 sub; if you have Prime you can get it for free. Comparatively, the Tier 2 and Tier 3 subs are much higher cost and definitely not going to be worth it for the majority of our audiences. But being able to give them access to those emotes for just a day, via Channel Points, would have been grand. The fact that it's not currently possible seems like a glaring oversight.

I was disappointed myself that only my tier 1 emote could be unlocked by nonsubs. my subs wanted access to my tier 2 and tier 3 emotes cause they're goofy.

I fully support the idea of being able to unlock tier 2 and tier 3 if you're a tier 1 subscriber.

My viewers expressed their deception many times to me about only being able to unlock the tier 1 emotes with channel points. most of the could not afford a subscription so being able to use channel points was a blessing. unfortunately, i only have 2 tier 1 emotes to unlock and those who already have a subscription are not even able to unlock emotes. Its unfortunate for them and for the artist who worked hard for the emotes and doesn't see her work used as much as it could.
