Subs get 3 Emotes for $4.99
Having three emotes available at $4.99 instead of $9.99/$24.99 gives viewers/followers more motivation to subscribe.
Three emotes (instead of one) help affiliates stand up against partners with tons of emotes, especially when some people subscribe to partners ONLY for their emotes.
Emotes serve as free advertising for the channel when subscribers use them in different streams or on Discord. (People will check out the affiliate if they like the emotes and possibly subscribe.)
More emotes at $4.99 can lead to more subscriptions which helps the channel grow. Subscriptions lead to higher viewership which can help affiliate streamers become partners.
Most Importantly -- New Subs = More $$$ for affiliates AND Twitch!
A lot of affiliates have thousands of supporters but fall just short of the 75 viewer average required for partnership. Having three emotes at $4.99 would benefit the streamer, their community and of course, TWITCH!

It is awesome that Affiliates are able to upload their own emotes, however, one custom emote for basic subscriptions is a very limited experience. It would give more creative freedom to the sub-communities if they could express themselves differently through channel-emotes, even without purchasing a $24,99 subscription. $24,99 subscriptions shouldn't be necessary for the initially emote base.
Affiliates should be able to upload 3 Emotes for the $4,99 tier, which would also be a better incentive for people purchasing a subscription.
I also wouldn't mind if Affiliates were able to unlock them, like for 10 and 20 sub-points for each additional emote up to 3.
