Please provide a topic for shoutouts occuring on a channel.

This allows bots and/or overlays to provide additional/supplementry messaging

    A use-case other than bots or overlays would be moderators using a custom chat/moderation tool being able to see when a shoutout happens. It would be nice if moderators had access to this information as well (if not just everyone).
