Monitor and Restrict User commands as API endpoints
4 chat commands that would be great to have as API endpoints:
/monitor USERNAME - Start monitoring a user's messages.
/unmonitor USERNAME - Stop monitoring a user's messages.
/restrict USERNAME - Start restricting a user's messages
/unrestrict USERNAME - Stop restricting a user's messages

This would help monitor accounts without them knowing in most cases. Good for fighting bot networks and trolls whom create dozens of accounts.

This would be incredibly helpful for auto-moderation tools. Restricting is a way better option than banning for people who create dozens of accounts. It keeps the attacker from knowing they've been banned so they waste time and resources.

I really would like this too.
I'm currently working on a chatbot to monitor known Scammers and banning them outright is not a good option, since there are false positives. Restricting and/or monitoring these chatters would really help. -

Agreed that these need to be added to the api, for 3rd party chat apps such as Chatty or even Streamlabs Chatbot's inbuilt chat.

all IRC commands are being deprecated, as far as i know. The possibility of having these added to IRC are little to none.
