Aside from anonymous gifts (an easy fix) there doesn't really seem to be any downside for this; it's another avenue to encourage chat iterations with streamer.
Plus this has been "planned" since 2018... is it possible this might be able to get more traction / movement?

We would like to offer an “off-duty mode” for Mods, but it isn’t one of our top priorities at the moment. Will revisit in 2021.

If this were about forcing telephone verification for the account, I might understand this (disagree with the methodology, but I can understand thought processes that might lead to that.) After all, being able to limit account chatting based on verification criteria is a generally useful feature.
Except the account phone number can be set entirely separately to the 2FA (or even left unset.) So I'm honestly really confused about why this is set up to operate this way, especially given all the security implications highlighted.

Just wanted to update this thread that we are doing an experiment right now with Stream Display Ads! These are less disruptive ads that allow viewers to see and hear Creators while being displayed. Creators will receive ad revenue for each SDA shown. You can find out more information here: https://twitter.com/TwitchSupport/status/1603148201489580032

While I completely understand the desire to potentially make a more compact interface, for the sheer variety of browsers and viewing environments, this also inherently hides information that I fundamentally **WANT** to see about the stream.
Looking at the stream when browsing channels in a category or follow list does not show me the full title, without hovering. Similarly viewing the user in that context does not show the full list of tags, and there is NO way to get that information in that context. Given the usage of title and tags is inherently a means for streamers to provide information about the stream, and the type of content someone can expect, this information is now extremely useful. The compact view truncates both title and tags, requiring further additional steps to reveal it (hover and WAIT for the hover reveal animation for the dropdown, then click the dropdown) with a correspondingly negative experience on UX (and my gut instict is this will also have a negative impact on discoverability.)
Making this layout an option would make it available for people where the viewing environment will benefit, without being detrimental to most viewers. Alternatively, one area where I can see this very much being useful would be to switch to the more compact view as a sticky header, for when you scroll past the live stream to look at the panels or similar.
