Option for streamers to limit chat to accounts over a certain age
Harassment can be a problem for some streamers on twitch. A user will come into chat and cause trouble for the broadcaster / other chatters. He might get banned, but nothing is stopping him from creating a new account and re-enterring the chat to continue causing problems. Even if the chat requires a verified email, it is easy for a troll to return. If there was on option for streamers to prevent accounts under a certain age from chatting (say, 1 or 2 days), this would make it a lot harder for people to continue trolling after getting banned. Legitimate new accounts would be slightly affected by such a policy, but the benefits certainly outweigh the costs of such an option for the streamer.

Neither of you read the info section. It's about account age, not the age of the person who made the account.
