Nega-VIP "Problem user" mod-visible chat badge or flag
I would love to have a toggle-able chat badge or flag we mods could use to mark people that warrant extra watching. New chatters who set our troll senses tingling, or folks who have said problematic but not ban-worthy things, for example. Like the negative equivalent of a VIP badge. The badges would need to be removable, for people who turn out to be okay after all.
Some problem users disappear when timed out, then show up later after we've forgotten about them or when different mods are around. A chat badge would let them stand out instantly. And paired with a "mod comment", I feel this would help us make better-informed decisions on how to interact with or discipline them.
The markers should only be visible to people with mod-level authority in the channel. Mods, the streamer, twitch staff.
I absolutely DON'T want to single these people out to the rest of chat. It would encourage trolls, hurt people we mis-judge, and attract negative attention to them from everyone else.

Feature for Moderators and/or Broadcasters to Identify Possible Problem Users in Chat.
As a mod for a few channels, the Mod Comments, Chat History/Actions have been very useful.
Another feature that could help with being proactive with previously banned/timed out users and repeat offenders would be the ability to "flag" and "unflag" a user maybe by having their in chat username highlighted or the ability to assign a badge to their name that only would be visible to Moderators and the Broadcaster.

I would suggest making it so that when a user chats: moderators will see the chatter's username underlined if that user has a Mod Comment attached to the user in that use's user card Which that moderator has not read yet.
Perhaps through a checkbox when adding/editing a mod comment to highlight the user for moderators.
That would make the existing moderator comment feature more useful by letting other moderators know when there might be an important note on a user.
