Even with the partial rollback on policies this remains an issue; That Body Painting streams, etc, display heavy Nudity which currently appears in Stream thumbnails in directory listings without users Consenting to this type of content more specifically than "Sexual themes".

This is a trade practice that deceives consumers and should be considered a bug. Clearly people you see the message shown by Twitch that there is a Golden Kappa Hype train that you can contribute to that hype train and receive the emote for 24 hours. At the bare minimum the 24 hour time period ought to reset - Ideally 24 hours would be added for joining the additional hype train.

10-seconds may not be quite enough.. But a bit more time would do it: a 60-second delay after a moderator chooses a disposition of the prediction (Delete, or Choose option), before the action takes affect, and the Action on the prediction can be cancelled during that time by the streamer or any mod.
And I would suggest that if cancelled the Mod Activity log should indicate who had initiated that payout choice, and also who had cancelled it -- then the correct resolution for the prediction can be chosen after a waiting period or cooldown so that Cancel + Resolve prediction actions cannot be spammed.
The full 1-minute delay would give viewers enough time to bring attention to a mistaken payout choice without creating too much extra wait before an entirely new set of predictions can be started (Seeing as the existing prediction need to have an option chosen and finalized, before the streamer can start a new prediction).

We announced today on Patch Notes that we will be giving all streamers access to Channel Points. We will begin rolling out in the US on 7/28 and expand globally over the course of this year.

Agreed. I would suggest Twitch create a different achievement to unlock these features that doesn't require Affiliate. Such as, allow Channel Point redemptions for all channels with 'Build a Community' achievement; or base the access on Twitch Prime status, or the number of Twitch Prime viewers watching.
Not just channel points: But Points, Point rewards, Predictions, Polls, and similar features have nothing to do with the streamer monetizing, and ought not have any need to to be an Affiliated channel.
Some channels won't want to or cannot become Affiliate for one reason or another due to considerations such as advertising -- Affiliate status is Not something all channels who need the features will get.
Other channels are simply on the path to Affiliate, and not having the features is a hinderance. They could use Channel Points in a manner that would help them to actually reach the prerequisite growth or viewership size necessary, before they meet the requirements, or before it is suitable to join Affiliate.

Shared ban info is a very useful concept for the channels of marginalized streamers who face serial offenses as harassment or bordering on harassment from a number of users.
My suggestion is actually In addition to providing visibility of ban reasons and shared comments with shared bans.. Grant streamers the ability to designate some moderators as a "Tier 2" moderator or "Super moderator" for their channel.
And provide the broadcaster a checkbox to turn on sharing of _All_ chat log information, and everything the local moderators can see about banned users between the second tier moderators of channels who share ban information with each other.
I believe in most cases where channels agree to share ban information - the two channels already tend to have team members who moderate both channels, But the number of mouse clicks (For users who already have mod access to see chat logs of both channels), and the amount of manual coordination needed to get at the information should ideally be reduced To increase effectiveness of broadcaster mod teams collaborating with the shared ban information feature.
