Streamers and mods can resurface chat rules for a specific user by sending them a chat warning. More information about chat warnings here: https://help.twitch.tv/s/article/how-to-manage-harassment-in-chat#SendChatWarning

I believe that Dan (at TwitchCon LV) had announced there would be a feature similar to this in the new year (no date currently) https://twitter.com/Twitch/status/1715440726278844641

I like this idea. Might be a good, attention grabbing way to remind someone of the rules quietly

Just a comment to this (regardless of whether or not Twitch decides to implement this): I'm sure you're already aware of the feature most chatbots have with regards to chat commands. It may be prudent to list your rules in a chat command like !rules for example to easily pop them in chat and tag a specific user, hopefully that can help your issue until Twitch decide to look at this suggestion. :)
