make the top stats a panel again

having these infos in the middle of the page as a panel feels way better than upper edge of the screen

I think Stream Stats should be a panel that can be popped up as any other panels. I have myself a pretty limited space for all stream stuff I need to fit in my secondary, 4:3 monitor, and it would be amazing to be able to pop it up.
