stop restricted accounts from being able to use Channel Points
Right now "Likely" and "Possible" ban evaders flagged as Restricted can still use Channel Point redemptions instead of typing in chat, like spamming redeems to be annoying or using a TTS redeem that will speak their unfiltered messaged
